Indonesia's spatial planning framework requires any business or individual intending to use land for commercial purposes to first obtain a KKPR — Kesesuaian Kegiatan Pemanfaatan Ruang, which translates broadly as Spatial Activity Utilisation Conformity. The permit confirms that a proposed business activity is consistent with the spatial designation of the target land parcel as established under Regional Spatial Plans (RTRW) and more detailed derivative plans.
The KKPR requirement was formalized under the Job Creation Law (Omnibus Law, UU No. 11/2020) and its implementing regulations, replacing the older location permit (izin lokasi) system. The OSS-RBA (Online Single Submission Risk-Based Approach) platform, managed by the Investment Coordinating Board (BKPM/BKPM), is now the mandatory channel through which all KKPR applications must be filed.
There are two primary categories of KKPR. Applicants must provide a range of documents including business identity data, coordinates of the intended land parcel, description of the proposed business activity aligned with its KBLI code, and supporting spatial maps. Businesses that proceed with land use or construction without a valid KKPR risk administrative sanctions, forced cessation of activities, and potential legal liability under spatial planning law.
For Bali specifically, uneven RDTR digitalisation across its nine regencies means that the assessment route (KKPR Dinilai) remains common, adding unpredictability to project timelines. Areas with completed and OSS-integrated RDTRs — notably parts of Badung and Denpasar — benefit from the faster confirmation route.
