A business address tells an administrator where a company operates. It does not, on its own, explain what happens there. A workshop, its stock area and a separately offered storage service may share premises while raising different classification questions.
For a PT PMA preparing or reviewing an OSS submission, the practical task is to connect each relevant activity to the correct location and supporting information. This is a guide to existing rules, not a new licensing restriction announced in October 2026.
What the regulation asks for
Articles 34–35 of Investment Ministry/BKPM Regulation 5/2025 require spatial and spatial-conformity data for each five-digit KBLI code and location. The information includes the activity's scope, address, land requirements and control, coordinates and building plans. Article 37 then addresses activity information such as investment, financing, workforce and products. Primary regulation, Articles 34–37.
The practical sequence is to establish accurate location and spatial information, then complete the corresponding activity details. A generic address copied into every field should not replace a check that the records describe the actual premises and activity.
Main and supporting activities need separate consideration
Article 35 distinguishes main and supporting activities. Its provisions include requirements and exceptions for supporting activities, with additional consequences where the supporting activity produces revenue or profit. Do not assume every ancillary function automatically needs to be treated as a separate main business, or that calling an activity “supporting” removes all licensing requirements. Consider an illustrative furniture business. Storing its own timber for production and charging other businesses for storage are different operating facts. Before choosing how to record them, describe who uses the space, what service is supplied and whether customers pay for it. This example is a question for classification review, not a determination of the correct KBLI for every warehouse.
Prepare a location-and-activity worksheet
Before entering or changing records, prepare one worksheet showing the actual site address, land or lease evidence, the areas used and the activities taking place there. Add the proposed KBLI, its scope and whether the activity is being treated as main or supporting.
Keep the documents available to the person completing OSS. A verbal description such as “office and storage” may leave important questions unanswered: whose goods are stored, whether the public can buy on site, and whether a service is supplied to another business.
Review the current permit and spatial records alongside the worksheet. A company registration or a lease should not be used as a substitute for checking the requirements applicable to the proposed use of that location.
Check the saved result
After a submission, read the saved activity and location records together. Check addresses, selected codes, activity descriptions and uploaded supporting information against the worksheet. If the business later changes what it does or where it operates, review the appropriate update procedure rather than assuming the original entry covers the change.
Keep a dated copy of the reviewed records and assign responsibility for maintaining them. This is an internal working practice, not an additional filing obligation created by this article.
