Its served per_skala row cites pp28_sources=['02201'], but the pinned PP28 corpus records ABSENT for 02201 (21 files, 11,208 pages, text-hunt) — and the row content is FOREST-SEED CERTIFICATION material ('Dokumen sertifikat sumber benih', 'sertifikasi mutu benih bagi benih yang akan diedarkan'): the same perbenihan (seed/seedling) package found contaminating 02402, belonging to a different activity family (pembenihan tanaman kehutanan), not roundwood harvesting. Found by the blind cross-family extractor (GLM 5.2) 2026-07-18; conductor-verified on the canonical payload and the vault ABSENT record. per_skala detached; the licensing regime for timber harvesting is not retrievable from the pinned sources as hunted.
