Before anything else, you need to understand one fundamental rule:
If you have a KITAS or KITAP (residence permit), you can convert your foreign license to an Indonesian SIM. This guide walks you through the entire process.
If you are a tourist (visa on arrival, e-VOA, visa exemption, or B211 social visa), you cannot get an Indonesian driving license. Your only legal option is an International Driving Permit (IDP) — more on this below.

Before entering the police station, you visit the psychology testing office — usually a small building nearby (at Polresta Denpasar, it is about 300 meters to the right of the main entrance).
The test is a short questionnaire (about 20 questions) assessing your temperament and behavior in stressful driving situations. English versions are available at some locations. It takes 15-30 minutes.

Next door or nearby, a small clinic checks your blood pressure, vision, and color perception. Quick and straightforward — about 5-10 minutes.
Cost: Rp 25,000 - 50,000. If applying for both SIM A and SIM C, ask for two copies.
Enter the Satpas (Satuan Penyelenggara Administrasi SIM — the police driving license center). Arrive before 9:00 AM for the shortest queues.
Important: there is a dress code. Long trousers are required — no shorts, no sleeveless shirts, no beach attire. Closed shoes are recommended. Some stations do not allow blue clothing (it matches the photo background).
Submit your documents at the registration counter, fill out the application form, and receive a queue number. Some stations have a dedicated window for foreigners (WNA).
Pay at the Bank BRI counter inside or near the station. These are the official fees under PP 76/2020 — the same across all of Indonesia:

This is the part most foreigners worry about. The computer-based test presents 30 questions covering traffic signs, road rules, and safe driving behavior. You need 21 correct answers to pass.
The honest truth: the test is primarily in Bahasa Indonesia. English availability is inconsistent, even at Polresta Denpasar. You are generally allowed to bring a translator or a bilingual friend to help. Topics are practical — traffic signs, right of way, basic safety rules. If you do not pass, you can retake the test after 7 days.
Here is the good news: if you are converting a valid foreign driving license, the practical driving test is generally waived. Multiple reports from Polresta Denpasar in 2024 and 2025 confirm this. Your existing license demonstrates driving competence.
If you are applying without a foreign license (first-time), the practical test involves cone courses, slalom, and the notorious figure-eight maneuver for motorcycles, or parking and reversing for cars.
Digital photograph, fingerprint scan, and signature capture. This takes a few minutes.
The card is printed and handed to you the same day. From arrival to SIM in hand: 2-3 hours if everything goes smoothly.

An IDP is not a license. It is a certified translation of your existing license into multiple languages. It has no legal standing on its own — you must always carry both documents together.
This is where most tourists get caught: your IDP only covers the vehicle categories on your home license.
If your home country license is for cars only — which is the default in most Western countries — your IDP does not authorize you to ride a scooter in Indonesia. To legally ride a motorcycle, your original license must include a motorcycle endorsement:

Be careful with online services advertising "international driving licenses" — many are scams selling unofficial documents with no legal value.
Since June 1, 2025, citizens of ASEAN member countries (Thailand, Malaysia, Singapore, Vietnam, Philippines, and others) can drive in Indonesia with their domestic license alone for up to 90 days. No IDP needed. This is under the ASEAN mutual recognition agreement based on the 1985 Kuala Lumpur Agreement.
Some people read all of this and think: "I will just risk it. The fine is only Rp 200,000 at a checkpoint."
The fine is the smallest of your problems.

Covers Canggu, northern Kerobokan, and Mengwi. About 20 minutes north of Canggu. Despite being geographically convenient for many expats, most sources still recommend Polresta Denpasar for foreign applications.
Tip: Tuesday through Thursday are the least crowded days at all locations. Arrive before 9:00 AM.
Important: SIM Keliling (mobile renewal units) that you may see in parking lots and public spaces are for Indonesian citizens only. Foreigners cannot use them, even for renewals.
