Chat with Bali Zero on WhatsAppIndonesia has not introduced a policy automatically charging VAT on every bank transfer or digital-wallet transaction. ANTARA reported Finance Minister Suahasil Nazara's clarification on 3 November 2026, following public discussion of a supposed 9 November digital-tax rollout. ANTARA report
For a Bali resident or business, the useful starting point is to separate the money being moved, any payment-service charge, and the purchase that the payment settles. Those are different elements of a transaction.
The Directorate General of Taxes says the System for Collecting Tax on Foreign Digital Transactions, or SPP-TDLN, began operating on 25 September 2026 under PMK 49/2026. Its purpose is collecting VAT on qualifying overseas digital goods and services used by consumers in Indonesia. It does not introduce a new tax or change the VAT rate. DJP official release, 1 October 2026
DJP explains that the mechanism covers relevant transactions where VAT has not already been collected through PMSE digital-commerce arrangements, so the same transaction should not be taxed twice through the two mechanisms. Its initial participants were five banks and LinkAja; further issuers were undergoing testing.
The official start date therefore should not be replaced with 9 November in a headline. Nor should a discussion about collection infrastructure be presented as a tax on every movement of money.
ANTARA's account also distinguishes the value transferred from remuneration for certain payment services. A taxable administration or service fee is not the same thing as charging VAT on the entire amount sent. The report refers to PMK 69/2022 for the fintech framework. ANTARA explanation
This clarification does not determine every other tax consequence of a payment. A transfer could settle a purchase, move money between accounts or pay for professional work. Understanding its underlying purpose remains necessary.
As a record-keeping practice, keep the payment confirmation alongside the supplier invoice. Identify the purchase amount, payment-service charge and any separately stated VAT. If two documents appear to charge VAT on the same purchase, ask the supplier and payment provider to explain their respective entries before assuming there has been duplicate collection.
For a business using overseas subscriptions, maintain a simple register of supplier names, billing periods, invoice references and payment evidence. Ask the finance team to resolve discrepancies against the actual transaction documents.
The distinction to retain is straightforward: the government has clarified the scope of digital VAT collection. It has not announced automatic VAT on every bank transfer or wallet transaction.
