Indonesia's Ministry of Immigration and Correctional Services, known as Kemenimipas, issued an official clarification in early 2026 distinguishing between two long-term residency programs that have generated widespread confusion: the Global Citizen of Indonesia (GCI) and the Golden Visa Indonesia (GVI).
The Golden Visa, operational since 2024, is an investment-driven residency instrument designed to attract high-net-worth individuals, multinational corporations, and globally recognised talent. Individual investors must place a minimum of USD 2.5 million to obtain a five-year Golden Visa, or USD 5 million for a ten-year permit. Corporate applicants face thresholds of USD 25 million and USD 50 million respectively. The visa is renewable but has a fixed ceiling of ten years per cycle.
The GCI, formally launched on 26 January 2026 and announced by Minister Agus Andrianto in November 2025, operates on an entirely different logic. It is an ancestry-and-ties-based permanent residency scheme, not an investment vehicle. Eligible applicants include former Indonesian citizens who took a foreign nationality, their children and grandchildren, foreign spouses of Indonesians, and children from legally recognised mixed marriages. Financial requirements are comparatively modest: applicants must demonstrate a monthly income of at least USD 1,500, or provide a sponsorship letter from a central government body if they hold specialised skills.
The most significant structural difference lies in duration. The Golden Visa grants stays of five or ten years, after which renewal is required. The GCI, by contrast, confers an indefinite permanent residence permit with no expiry — holders are only required to report themselves to immigration authorities every five years. Critically, GCI does not grant Indonesian citizenship; holders retain their foreign passport and nationality.
Kemenimipas officials underscored that both programs run in parallel and are not mutually exclusive in terms of Indonesia's residency policy landscape, but they are directed at categorically different populations. The ministry cautioned against conflating the two, noting that misapplication is one of the leading causes of rejection and processing delays under both schemes.
