Chat with Bali Zero on WhatsAppIndonesian tax law requires businesses to file periodic tax returns called SPT Masa (Surat Pemberitahuan Masa) on a monthly basis. Unlike annual tax returns (SPT Tahunan), these monthly filings report specific tax types that occur in the normal course of business operations.
For a PT PMA or any company operating in Indonesia, this means managing multiple filing deadlines every single month. Missing even one deadline triggers automatic penalties.
The four primary monthly tax returns are:
| Tax Type | What It Covers | Payment Deadline | Filing Deadline |
|---|---|---|---|
| PPh 21 | Employee withholding tax | 10th of next month | 20th of next month |
| PPh 23 | Service/rental withholding | 10th of next month | 20th of next month |
| PPh 25 | Monthly installment payments | 15th of next month | 20th of next month |
| PPh 4(2) | Final tax (rental, construction) | 10th of next month | 20th of next month |
| PPN | VAT (if PKP registered) | End of next month | End of next month |
Additionally, quarterly and annual obligations include:
| Report | Frequency | Deadline |
|---|---|---|
| LKPM (Investment Activity Report) | Quarterly | Within 10 days after quarter-end |
| SPT Tahunan Badan (Corporate Annual) | Annual | April 30 |
| SPT Tahunan Orang Pribadi (Personal Annual) | Annual | March 31 |
PPh 21 covers income tax withheld from payments to employees and individuals, including:
The employer calculates PPh 21 using progressive rates on each employee's taxable income:
| Annual Taxable Income | Rate |
|---|---|
| Up to IDR 60,000,000 | 5% |
| IDR 60,000,000 - 250,000,000 | 15% |
| IDR 250,000,000 - 500,000,000 | 25% |
| IDR 500,000,000 - 5,000,000,000 | 30% |
| Above IDR 5,000,000,000 | 35% |
The monthly calculation annualizes the income, applies the rates, then divides by 12 to determine the monthly withholding amount.
A PT PMA with 5 employees:
| Employee | Monthly Salary | Monthly PPh 21 |
|---|---|---|
| Director (expat) | IDR 50,000,000 | IDR 8,250,000 |
| Manager | IDR 20,000,000 | IDR 1,500,000 |
| Staff A | IDR 10,000,000 | IDR 275,000 |
| Staff B | IDR 8,000,000 | IDR 175,000 |
| Staff C | IDR 6,000,000 | IDR 50,000 |
| Total | IDR 94,000,000 | IDR 10,250,000 |
The company must:
In December (or January for the December period), the employer must reconcile actual annual PPh 21 against monthly amounts withheld. This is filed as the SPT Masa PPh 21 for the December period and includes:
PPh 23 covers withholding tax on payments to domestic entities and individuals for:
| Payment Type | PPh 23 Rate |
|---|---|
| Dividends (to domestic shareholders) | 10% (PPh 23) |
| Interest (non-bank) | 15% |
| Royalties | 15% |
| Technical services, management, consulting | 2% |
| Construction services | 2-6% (PPh 4(2)) |
| Rental of equipment/vehicles | 2% |
A PT PMA making the following payments in January:
| Vendor | Service | Amount | PPh 23 Rate | PPh 23 |
|---|---|---|---|---|
| Accounting firm | Tax advisory | IDR 20,000,000 | 2% | IDR 400,000 |
| IT consultant | Software dev | IDR 35,000,000 | 2% | IDR 700,000 |
| Vehicle rental | Car lease | IDR 5,000,000 | 2% | IDR 100,000 |
| Graphic designer (individual) | Design work | IDR 8,000,000 | 2% | IDR 160,000 |
| Total | IDR 68,000,000 | IDR 1,360,000 |
The company must:
A common confusion:
| Recipient | Tax Type | Applied When |
|---|---|---|
| Employee | PPh 21 | Salary, bonus, allowances |
| Individual freelancer | PPh 21 | Service fees to individuals |
| CV (non-PT entity) | PPh 23 | Service fees |
| PT (company) | PPh 23 | Service fees |
| Non-resident | PPh 26 (20%) | Any payment to non-residents |
PPh 25 is a prepayment of annual corporate income tax (PPh Badan), paid monthly throughout the year. It ensures the government receives tax revenue evenly rather than in a lump sum at year-end.
PPh 25 is calculated based on the previous year's tax return:
Monthly PPh 25 = (Prior Year PPh Badan - PPh Withheld) / 12
Example:
| Item | Amount |
|---|---|
| 2025 taxable income | IDR 1,000,000,000 |
| PPh Badan (22%) | IDR 220,000,000 |
| Less: PPh 22, 23, 24 credits | IDR 40,000,000 |
| Net PPh due | IDR 180,000,000 |
| Monthly PPh 25 for 2026 | IDR 15,000,000 |
Each month, the company pays IDR 15,000,000 as a PPh 25 installment, due by the 15th of the following month.
Only PKP-registered entities (Pengusaha Kena Pajak) must file SPT Masa PPN. You are required to register as PKP if your annual revenue exceeds IDR 4.8 billion or if you voluntarily register.
| Item | Formula |
|---|---|
| Output PPN | PPN collected from customers (12% of sales) |
| Input PPN | PPN paid to suppliers (12% of purchases) |
| PPN Payable | Output PPN - Input PPN |
| PPN Overpayment | Input PPN > Output PPN (carry forward or refund) |
| Transaction | Amount | PPN (12%) |
|---|---|---|
| Sales (Output PPN) | ||
| Product sales | IDR 300,000,000 | IDR 36,000,000 |

The company must:
Every PPN transaction requires an electronic tax invoice (e-Faktur):

A PT PMA misses filing SPT Masa PPh 21 and PPN for 3 months, with IDR 15,000,000 monthly PPh 21 and IDR 10,000,000 monthly PPN:
| Penalty Type | Calculation | Amount |

Coretax (launched 2025) is the government's integrated tax administration system, replacing the older DJP Online for many functions. It consolidates:
Step 1: Log In
Step 2: Navigate to SPT Masa
Step 3: Enter Data
Step 4: Review and Validate
Step 5: Submit
Even if your company has zero transactions for a particular tax type in a given month, you may still need to file a nil return (SPT Masa nihil):
| Tax Type | Nil Filing Required? |
|---|---|
| PPh 21 | Not required if no employees/payments |
| PPh 23 | Not required if no withholding payments |
| PPh 25 | Required if PPh 25 installment applies |
| PPh 4(2) | Not required if no final tax transactions |
| PPN | Required for PKP-registered entities |
For PPN, PKP entities must file every month regardless of whether any transactions occurred. Failure to file a nil PPN return still triggers the IDR 500,000 penalty.
Use this monthly checklist to stay on track:
PPh 21 and PPh 23 payments are due by the 10th of the following month, with SPT Masa filing by the 20th. PPh 25 installments are due by the 15th. PPN/VAT payment and SPT Masa PPN filing are due by the end of the following month. All deadlines shift to the next business day if they fall on weekends or holidays.
Late filing penalties: IDR 100,000 per late SPT Masa PPh (21, 23, 25, 4(2)) and IDR 500,000 per late SPT Masa PPN. Late payment incurs 2% per month interest on the unpaid amount. These penalties apply automatically and accumulate each month.
Log in to Coretax (coretax.pajak.go.id) with your NPWP and password. Navigate to SPT Masa, select the relevant tax type and period, enter transaction details, upload supporting documents, review the calculation, and submit. You receive an electronic receipt (BPE) as proof of filing.
It depends. A dormant company with no employees, no transactions, and no revenue generally does not need to file PPh 21, 23, or 4(2) nil returns. However, if registered as PKP, PPN nil returns are still required monthly. PPh 25 nil returns may also be required. Consult your tax advisor about your specific situation.
Technically yes -- the penalty is a fixed amount (IDR 100,000-500,000), not a percentage. However, consistently late filing creates a compliance risk profile with the tax office, increasing your probability of being selected for a tax audit. It is always better to file on time.
