TL;DR
A villa can look finished while important questions about its building documents remain unanswered.
The Facts
A villa can look finished while important questions about its building documents remain unanswered. Before constructing, buying into or arranging the rental operation of a villa in Badung, compare the physical property with its approvals and technical records.
This is a document-review guide checked on 16 October 2026. It does not announce a new villa regulation or a new blanket requirement to replace every old building permit.
PBG and SLF answer different questions
The Ministry of Public Works' SIMBG guidance explains that a Building Approval, or PBG, concerns compliance with technical standards for construction. A Certificate of Fitness for Function, or SLF, addresses whether the completed building is fit for its intended use.
The national framework is Government Regulation No. 16 of 2021. SIMBG is the building-approval system; business licensing through OSS is a separate part of the overall compliance review.
Neither a listing description nor an NIB alone answers the building-document question.
Do not automatically discard an existing IMB
SIMBG's official FAQ says an IMB issued before Government Regulation No. 16 of 2021 remains valid where the building was already constructed and has not changed. The treatment is different where construction had not started: the guidance directs the applicant to obtain a PBG.
An existing building without the relevant approval requires assessment through the applicable process. SIMBG describes an existing-building route involving SLF and PBG processing, but that is not a promise of automatic approval or permission to ignore technical deficiencies.
Check the actual building history before deciding which route applies.
Assemble a file that describes the same villa
Badung's public works service standard provides a useful official document framework. Its administrative requirements include identity information, land ownership or use documents, spatial information such as KRK or KKPR, environmental documents as applicable, and professional information for the design or assessment.
For PBG, the technical file covers architectural, structural and mechanical, electrical and plumbing plans and specifications. For SLF, the standard refers to as-built documentation and technical assessment or fitness records.
Ask the owner or project team to organise the file so that the plot, building location, approved function, drawings and completed construction can be compared. Treat missing pages, inconsistent addresses and unexplained changes as questions to resolve.
Before you build or rent
For a proposed project, establish who is responsible for preparing the technical submission and resolving authority comments. For an existing villa, ask whether the current structure matches its approved plans and whether the available SLF relates to that building and use.
The official SIMBG guidance directs processing through the relevant local technical and licensing offices. Use the official system to check document authenticity; a convincing PDF or a QR code pointing to an unrelated website is not enough.
Building documentation also does not settle every business question. Review the intended rental activity, company permissions and site-use arrangements separately. A longer lease term alone should not be assumed to resolve a mismatch in approvals.
The Badung service document is an older published standard. Use its document categories as a review aid and confirm current submission requirements with the responsible office; this article does not promise its historical fees or processing times.
