The Facts
The regulation has moved beyond the draft stage
Businesses in Bali's seafood supply chain should review the current marine and fisheries licensing standards against the activities they actually carry out.
KKP's official legal database lists Ministerial Regulation 15 of 2026 as in force. It records adoption on 12 October and promulgation on 15 October 2026. Article 218 states that the regulation takes effect on promulgation, while specific provisions have their own transition arrangements.
This updates the position described in ANTARA's 18 September 2025 report, which discussed a regulation still being prepared. That older report is useful background, but it should not be read as the current legal status.
Begin with the business activity and KBLI
The regulation covers business and product or service standards within risk-based marine and fisheries licensing. Its detailed provisions and annexes need to be matched to the relevant activity.
For an operator or investor, begin by describing the actual operation: what is handled, what processing takes place, which facilities are used and how products are distributed. Compare that description with the company's registered business classifications and its current permissions.
Buying seafood for a restaurant is not, by itself, sufficient information to determine that every fisheries processing or distribution certificate applies to the restaurant. Equally, a company that separately processes or distributes fish should examine that activity directly rather than rely only on a hospitality description.
Existing certificates and transition rules matter
The new regulation should not be interpreted as requiring every operator to replace every existing document immediately.
Article 212 provides a specific transitional exception concerning SPDI, the fish distribution application certificate: operators already holding an SKP are excepted from the referenced SPDI obligation until that SKP expires. The exception must be read within the activities and provision to which the article refers; it is not a universal exemption from food-safety requirements.
Article 213 states that previously issued supporting business permissions within the referenced Article 150(3) scope remain valid until expiry. This makes the type of certificate, its scope, issue date and expiry date important parts of the review.
Other provisions have different timelines. For example, Article 215 places the fish-vessel inspection provisions referenced in Articles 67–71 on a 1 January 2029 start. That date should not be used to postpone unrelated obligations.
Build a document checklist for the actual operation
As a practical review, bring together the company's business registration, applicable KBLI entries, site and facility details, existing licences and certificates, and any pending applications.
Record which document covers each activity and which official requirement supports that conclusion. Where a transition provision may apply, note the relevant article and the document's expiry date. Ask the competent authority to clarify an uncertain application rather than assume a general grace period.
For a Bali investor assessing a seafood business, this review should happen before committing to a structure or facility expansion. It helps identify the questions that need an activity-specific answer without treating a headline about simplified licensing as an approval.
