BPS Vol.2 Lampiran 5 (sha 29f17b3b) documents a FOUR-source merge in BOTH crosswalk directions instead: KBLI-2020 codes 47771, 47892, 47919, and 47996 (forward table pp.186/190/196/200 + reverse table p.395) all map to KBLI-2025 47771 — conductor-adjudicated, Lot 2 gate report §3.1, second signing (the first signing under-adjudicated this code as source_absent_in_vault alone; the codex sol xhigh red-team pass flagged the false 1:1 narrative itself as the primary client-facing harm — a BLOCKER, accepted — and the conductor upgraded the disposition to detach+metadata). Metadata correction alone would leave the served per_skala (2 rows: Mikro/Kecil NIB-only + Menengah NIB+Sertifikat licensing) exposed as an uncertified vintage-2020 licensing fact: the PP28 hunt for pp28_sources=['47771'] records ABSENT across the pinned corpus (21 lampiran files, 11,208 pages, text-hunt) and none of the four BPS parents (47771, 47892, 47919, 47996) can be presumed to carry the SAME licensing regime without per-parent adjudication (plan A-6 forbids exposing uncertified facts as if certified). per_skala detached — the four BPS parents are recorded HERE as crosswalk ancestors only, NOT as PP28 sources; pp28_sources remains ['47771'] unchanged (this compiler never authors new source values, same convention as Lot 1). status_mapping corrected from 'MATCH_LANGSUNG' to 'MATCH_CON_AGGREGAZIONE' (the merge-aware enum value already used by 194 other canonical records) and intel_2026.whatChanged corrected from the false 'Unchanged from KBLI 2020 — direct match' — the false 1:1 narrative was itself named as the client-facing harm (Lot 2 gate report §3.1).
