The Lot 7 conductor gate's D0 pull agent found 10 PP28 hits for '90111' — ALL of them, on image-verification, FALSE POSITIVES produced by the ISO-9001 boilerplate matcher trap (generic 'Sistem Manajemen Mutu (ISO 9001)' text matched by a fuzzy string comparator, not a genuine code match; methodology + false-positive purge documented in evid-lot7/90111/pp28/MANUAL_HUNT_90021_NOTE.json, agent-image-verified). The TRUE finding, image-verified (lampiran 394946 printed p.498, label I.P.8): 2020 codes 90011 (row 10) AND 90021 (row 12) — both Rendah risk / NIB-only / Bupati-Walikota authority — are the codes ACTUALLY present on that page. 90111 ITSELF IS NOT PRESENT anywhere in PP28's lampiran corpus. The near-identical digit strings 90011/90021/90111 are the collision vector — the same class of defect as the program's founding 68112/68111 collision.
