But canonical's pp28_sources=['91025'] cites a DIFFERENT KBLI-2020 activity ('Taman Budaya'/Cultural Park, which itself crosswalks to 90310, never to 91425) — the served per_skala (Rendah/NIB/Otomatis/Bupati-Walikota) is 91025's PP28 row (Lampiran I.J-P p.497 row 8), image-verified verbatim match to canonical's payload, confirming the licensing facts were borrowed from a code-proximity neighbor (91025 sits near true parent 91033 in the same 91xxx cluster), not from 91425's actual predecessor. 91033's own PP28 row was never located in this dossier. per_skala detached; the correct 91033-sourced licensing row requires a fresh, targeted PP28 re-hunt. (Correction, second signing: the PP28 render's own page header reads Lampiran I.P.7, NOT I.J-P as an earlier draft of this note claimed — a different lampiran than 91425's own sektor_id I.J-P, which further confirms the row was borrowed from an unrelated activity family.)
