TL;DR
FLOQ has called for crypto taxation that balances government revenue with fair treatment of domestic and foreign service providers.
The Facts
A policy debate, not a new tax announcement
FLOQ has called for crypto taxation that balances government revenue with fair treatment of domestic and foreign service providers. ANTARA reported the comments from CEO Yudhono Rawis on 20 October 2026.
The company's concern is that differences in compliance burdens can influence platform choice and the location of digital activity. This is an industry position. The report does not, by itself, establish measured capital flight caused by Indonesian crypto taxes, nor does it announce a new tax rate.
For expats in Bali, the useful response is to review the applicable rules and transaction records rather than assume an overseas platform removes Indonesian obligations.
Separate the asset transaction from platform services
DJP's 31 July 2025 explanation describes changes effective from 1 August 2025. Transfers of crypto assets treated as equivalent to securities are no longer subject to VAT. Platform services can still attract VAT on their service charges.
This distinction matters when reading a transaction statement. A tax charged on a commission is different from VAT imposed on the value of the crypto asset. Older explanations showing purchase VAT on every asset trade should not be carried forward without checking the transaction date.
DJP summarises final Article 22 income tax at 0.21% of transaction value for the domestic platform route and 1% for the foreign platform route. These are transaction-value rates, not percentages of net trading profit. The applicable mechanism must still be checked against the seller and platform circumstances.
Foreign platforms are not automatically tax-free
PMK 50/2025 distinguishes collection by a platform from payment and reporting by the seller. Articles 20–22 address the foreign-platform mechanism, including self-payment and reporting where the relevant collector does not collect or has not been appointed.
The regulation also contains specific provisions and exceptions. Article 14, for example, provides a treaty-based exception to the domestic Article 12 charge for qualifying non-resident sellers who satisfy its conditions, including the required residence documentation. A foreign passport alone does not establish entitlement.
An expat's individual position and a PT PMA's transactions should be assessed separately. Keep the account holder, source of funds and legal owner of the assets clear when asking for tax advice.
A practical records review
Download transaction statements and identify the platform entity providing the service. Separate sales, exchanges, platform fees and tax collections in the records. Keep the underlying transaction references and the evidence supporting any payment or withholding.
Where a statement shows no Indonesian tax, ask what collection or self-payment rule applies before concluding that nothing is due. Where it shows tax, reconcile the amount and basis rather than treating every deduction as the same charge.
The immediate task is to make the records understandable. FLOQ's policy argument may inform public debate, but it does not replace the rules applying to a particular transaction.
