The Facts
The news is about procedure, not a new tax
A 12 October report by Bisnis highlighted Indonesia's clarification of information exchange during tax-objection reviews. For expats and PT PMAs, the useful question is whether the evidence behind a disputed assessment tells a consistent story across countries. News report.
PMK 71/2026 amends PMK 118/2024. The Ministry of Finance's official register records its effective date as 2 October 2026. This is an explanation of an existing amendment, not an announcement of a new rule on 15 October. Official regulation record.
What the amended provision actually says
Article 14(2)(h) allows the Directorate General of Taxes to exchange information for tax purposes with partner-country or partner-jurisdiction tax authorities in accordance with applicable tax agreements, treaties or arrangements. The provision sits within the review of an objection that meets the procedural requirements. Regulation text reproduced by DDTC.
That wording establishes an available power. It does not say that every objection automatically leads to an overseas inquiry, nor that every foreign account is automatically subject to Indonesian tax. The relevant facts, taxpayer status and applicable legal framework still need to be assessed.
Do not combine automatic financial-account reporting, a request for information in a particular case, and international assistance in collecting tax debts into one process. A headline about cross-border cooperation does not establish which mechanism is being used in your case.
A practical file for an individual taxpayer
Our recommendation is to begin with the assessment being challenged, the tax period, the objection and the evidence supporting each disputed amount. Where foreign income or payments are relevant, organise the underlying contracts, account statements, payment dates and tax documents by transaction.
Explain differences rather than hiding them. A foreign tax year, currency conversion, gross-versus-net payment or different document date may produce figures that look inconsistent until the supporting reconciliation is attached.
Keep identity and residency evidence separate from the numerical reconciliation. A passport, visa or shareholder position alone should not be used as a substitute for a properly assessed tax position.
A separate file for the PT PMA
For a company, map each disputed cross-border payment to its agreement, invoice, bookkeeping entry and payment evidence. If a related party is involved, ask the adviser to identify the documentation relevant to that transaction and issue.
Separate the company's evidence from the shareholder's personal records. Record who prepared each explanation and which document supports it. A short transaction index can make a complex file easier to review than an unsorted folder of statements.
Track the actual correspondence
Record the sending and receipt dates of official letters and have the applicable response deadline checked against the specific request. Do not assume a foreign document request automatically extends a domestic deadline.

Do not overlook objection and appeal penalties
The information-exchange amendment is not itself a new tax, but a dispute is not risk-free. Under Article 20 of PMK 118/2024, a rejected or partly accepted objection can attract a 30% administrative fine, calculated on tax under the objection decision less tax paid before filing. The rules also address increased assessments and specified appeal outcomes. Exceptions and appeal treatment must be checked for the actual case; an appeal is not a blanket exemption from every possible sanction. Ask your adviser to assess the amount, procedural stage and applicable exceptions before choosing a route. DJP: objection penalties and exceptions.
