Chat with Bali Zero on WhatsAppIndonesia has introduced a tax administrative-penalty relief framework under Director General of Taxes Decree KEP-239/PJ/2026. DDTC reported on 13 October that reductions can reach 100%, depending on the category and conditions. This is an opportunity to review outstanding tax records, not a promise that every taxpayer's penalties disappear. News report.
The decree text, reproduced by Ortax, is dated 8 October 2026. It distinguishes several categories rather than creating one universal relief window. Annual income-tax returns through tax year 2025 and periodic returns through September 2026 feature in the provisions, together with specified assessment and collection notices. Decree text, Diktum Kesatu.
For several categories, the decree specifies qualifying filing or payment activity between 8 October 2026 and 30 June 2027. A separate category relating to assessments of assets not fully disclosed under the Voluntary Disclosure Programme uses a different period extending to 31 December 2027.
The general deadline to submit the relief application is 1 October 2028. That later application deadline does not extend the earlier qualifying filing or payment periods. The precise percentage, required action and supporting conditions must be checked against the relevant category and annex before a taxpayer acts.
The decree also requires compliance with the applicable application rules, declarations concerning legal proceedings and the circumstances of the penalty, and limits relief to sanctions that have not been paid or settled. An application is therefore not the same thing as approval.
Our practical recommendation is to build one file for each potential claim. Include the taxpayer identity, tax type and period, original return and any correction, assessment or collection notice, payment evidence, and the chronology of previous applications or legal proceedings.
Separate the tax principal from administrative sanctions in the reconciliation. Also separate the company's obligations from those of its director or shareholder: an individual and a PT PMA should not be treated as one taxpayer simply because the same person manages both.
Ask the adviser reviewing the file to identify the exact decree category, the annex provision used, the required compliance date and the application route. Record any missing evidence before calculating an expected saving.
DJP's 12 October explanation of the wider PMK 71/2026 framework confirms that the policy does not forgive the underlying tax principal. Eligibility conditions and exclusions continue to matter. Primary DJP explanation.
There is no evidence here that each day of delay automatically changes a taxpayer's relief percentage, or that this is a final window before a promised enforcement campaign. Those claims should not drive a payment decision.
Start with the notice and the supporting records, then calculate the potential relief. A documented eligibility review is more useful than treating the maximum headline percentage as a guaranteed saving. Regulatory and source review: 14 October 2026.
