Chat with Bali Zero on WhatsAppDJP intends to add more participants to the SPP-TDLN digital VAT collection mechanism, according to DDTC's 12 October report. The report does not establish a completed new appointment list or a firm start date for every additional payment provider. News report.
For a Bali business buying foreign software or digital services, the useful question is which mechanism collected VAT on a particular payment. A plan to add collectors does not prove that all banks, gateways or subscriptions now follow the same route.
DJP's official release, published on 1 October, states that SPP-TDLN began operating on 25 September 2026. It identifies six initial issuers: BRI, Mandiri, BNI, BTN, BSI and LinkAja. Other issuers were undergoing testing before stabilisation and subsequent appointment. Primary DJP release.
The same release explains that SPP-TDLN is a collection mechanism, not a new tax or a change to the VAT rate. It applies to qualifying transactions not already collected through the PMSE VAT mechanism, with the stated aim of avoiding collection twice on the same transaction.
That distinction matters when reviewing an invoice already showing Indonesian VAT. Do not simply add another tax amount to every foreign subscription because a headline mentions the expansion.
Our suggested review starts with a short list of recurring digital expenses. For each supplier, retain the invoice, service period, payment receipt and the bank or payment-provider entry. Identify any VAT amount separately from platform fees and currency-conversion differences.
Next, ask the supplier or payment provider which party collected VAT and what supporting document identifies that collection. Record the answer against the specific transaction rather than assuming that one provider's treatment applies to every service.
For a PKP-registered business, the accountant should review the applicable input-tax rules and supporting documents before claiming a credit. This article does not establish that every SPP-TDLN amount is automatically creditable, or that input-tax treatment is an unresolved legal vacuum.
A business might see VAT on its supplier invoice and a separate difference between the invoiced amount and the bank settlement. That difference alone does not prove duplicate VAT: it may include fees or foreign exchange.
The next step is to reconcile the figures and request an explanation of each component. Only after that comparison should the business raise a suspected duplicate collection or change its accounting treatment.
The planned expansion is a reason to improve payment records, not to increase every subscription budget by an assumed extra tax percentage. Keep the appointment status, the transaction's tax treatment and the evidence for accounting entries separate.
