Investor KITAS Guide: Living in Indonesia as an Investor 2026
If you're investing in an Indonesian company, you may qualify for an Investor KITAS (visa code E28A) - allowing you to live in Indonesia based on your shareholding in a PT PMA, not employment. This guide covers the current requirements per Keputusan Menteri Imigrasi M.IP-08.GR.01.01/2025 and Bali Zero's official service pricing.
Hybrid KITAS System (since May 2025):
Indonesian Immigration now uses a hybrid system for KITAS applications:
- Online Phase: Initial application, document upload, payment via imigrasi.go.id portal
- In-Person Phase: Biometrics (fingerprints, photo), original document verification, physical KITAS collection
Important: Physical presence in Indonesia is still required for biometrics. Processing times may vary by local immigration office. Per E28A, ITAS and re-entry permit are issued automatically upon entry.
What is Investor KITAS?
A Limited Stay Permit (ITAS) for foreign investors who:
- Own shares worth minimum IDR 10 billion in a PT PMA registered with BKPM
- The company has been approved by Kemenkumham
- May or may not work in the company
Key benefit: Pure investors don't need RPTKA (work authorization) or DKP-TKA fees. If your shareholding is below IDR 10B and you hold a director/commissioner position, you must apply for a Working KITAS (E25B) instead.

Can You Work on Investor KITAS?
Pure Investor (E28A only): No RPTKA needed, no DKP-TKA fee.
Investor + Director: If your shareholding is below IDR 10B and you hold a director position, you need a Working KITAS (E25B - Visa Kerja Direktur Perusahaan) with RPTKA and DKP-TKA fee.
Many foreign investors choose to be both shareholder AND director, which requires Working KITAS (E25B) instead of Investor KITAS (E28A).
What "Not Working" Means
As a pure investor, you can:
- Attend board meetings
- Review company performance
- Receive dividends
- Make investment decisions
You cannot:

Benefits of Investor KITAS

- Longer validity - 2 years standard
- Path to KITAP - Permanent residency after 3 consecutive years
