action: partial_detach — only the foreign-activity tier (Kecil/Menengah/Besar scale, 'Aktivitas Perburuan' kewajiban content — 93193's own activity, not 93191's) is moved into the disputed key; the sound tier (Mikro/Kecil/Menengah/Besar scale, 'Promotor Kegiatan Olahraga' kewajiban content — 93191's own activity, PP28 row 51 image-verified pp28/394946_p186-186.png) is left completely untouched in per_skala, byte-identical. Confirmed tier-scoped payload_cross_contamination (Lot 9 gate report §2.1/§3.2): the two tiers this record carried were byte-identical to 93193's own two tiers — each code carried exactly one foreign-activity tier belonging to the other. Lot 9 held per_skala completely untouched (action: metadata_only, only a status_mapping/whatChanged correction applied) because cure_canonical_collisions.py had no per-tier selector (Lot 8 PENDING-ARMS §3.4/§5.1b, second confirmed instance there); that primitive now exists (PR #2921, action: partial_detach + tier_selector, 2026-07-21) and is applied here. status_mapping (MATCH_CON_AGGREGAZIONE) and intel_2026.whatChanged were already corrected at Lot 9 and are NOT touched again by this entry — only per_skala changes this lot. intel_2026.whatYouNeed is deliberately left untouched: the retained sound tier already covers the full skala_usaha range (Mikro/Kecil/Menengah/Besar) at the same risk/authority/process terms (Menengah Rendah, NIB dan Sertifikat Standar, Bupati/Walikota, Otomatis) the removed tier described for a narrower scale subset (Kecil/Menengah/Besar) — no client-facing licensing detail is lost by the removal, so no honest-gap rewrite is needed here.
