Chat with Bali Zero on WhatsAppBisnis reported on 14 October that Indonesia's Directorate General of Taxes faces difficulties obtaining data on foreign digital platforms and monitoring their compliance. The report describes work to compare information from different sources and improve communication with businesses. It does not announce a general exemption or a new tax rate. News report.
For a Bali business, the practical response is to identify whether it is buying a digital service, selling one, or operating an intermediary platform. Those roles should not be treated as interchangeable.
DJP's current PMSE guidance describes eligible categories of businesses and formal appointment as VAT collectors. The criteria include Indonesian transactions above Rp600 million annually or Rp50 million monthly, and/or Indonesian traffic above 12,000 accesses annually or 1,000 monthly.
The traffic measure is not a count of sales transactions. Nor should these criteria be presented as a blanket VAT-registration threshold for every freelancer, local service business or online seller. Identify the relevant activity and appointment status first. Primary DJP guidance.
Our practical recommendation is to build a register of recurring subscriptions, advertising accounts, software and other digital purchases. Record the contracting supplier, billing entity, customer name, tax information on the invoice and the payment reference.
Compare the supplier invoice with the amount actually paid. Where there is a discrepancy, preserve the original documents and request clarification before changing the accounting treatment. An invoice showing VAT and a bank entry showing a separate deduction should be reconciled rather than assumed to represent the same charge.
If a PT PMA is considering input-VAT treatment, have the supporting document and the company's eligibility assessed. The mere appearance of a tax amount on a receipt does not answer every creditability question.
The same DJP page describes evidence of collection through an invoice, billing document, order receipt or similar document recording the VAT and payment. Its current guidance requires payment and reporting for each tax period by the end of the following month.
A business should therefore avoid relying on an old quarterly-reporting checklist without checking the rules applicable to its period. DJP collection and reporting guidance.
As an internal control, reconcile sales records, adjustments and VAT amounts to the filed return and payment evidence. Keep a record of who reviewed the reconciliation and any unresolved differences.
This article concerns platform appointment and compliance under PMSE. It should not be read as a new announcement about the separate SPP-TDLN payment mechanism. When a transaction involves more than one collection route, establish which documents and rules explain the charge before concluding that VAT has been duplicated.
Our earlier article discusses planned additions to SPP-TDLN collectors. Related Bali Zero coverage.
A regulator's difficulty obtaining data is not evidence that a business is outside the rules or unlikely to be reviewed. Start with your role, the actual invoice and the applicable reporting period. Source and editorial review: 15 October 2026.
